Introduction: Why is te Housing Spanish Rehabilitation Plan 2022-25 necessary?

  1. What actions does the 2022-25 Housing Plan consider as housing rehabilitation?

a) Structural repairs: roof, walls, foundations, or installations for supplies.

b) Efficiency improvements: thermal insulation, double-glazed windows, efficient cooling systems.

c) Adaptations for people with reduced mobility: ramps, handrails, or stairlifts.

 

  1. What individuals and legal entities are eligible for the plan?
  • Community of property owners (without legal personality).
  • Cooperatives (with legal personality).
  • Joint property owners.
  • Construction companies leasing or concessionaires of buildings.
  • Energy services companies.

 

3. What are the requirements for a building to be rehabilitated under the 2022-25 plan?

a) Construction must have taken place before 1996

b) At least 50% of the buildings being rehabilitated must be in regular use

 

  1. What requirements must a rehabilitation meet to be funded by the plan?

Three:

a) Reduce energy consumption by 7%: this percentage is equivalent to the consumption increase resulting from raising the shower temperature by one degree or lowering the air conditioning.

b) Decrease non-renewable primary energy consumption by 30%: non-renewable primary energy includes gas, coal, or oil.

c) Renovation of facade elements: for example, renovating windows to prevent heat loss in summer or insulate from cold in winter. Ultimately, this aims to save money and reduce gas emissions.

  1. I'm interested. How can I apply for these grants?

The competent body to apply for the grants is the Catalan Land Institute (INCASOL in Catalan acronym), with housing responsibilities held by the Generalitat de Catalunya.

To submit a valid application, three documents must be presented:

a) The document specifying the land transfer or concession on which the building is located.

b) The building's construction license.

c) Certificate of works

 

  1. Amounts of grants that can be received:

a) For individuals:

6.1. Monthly income below €1,800. This is equivalent to three times the Public Indicator of Multiple Effects Income (IPREM in Spanish acronym) -for 2023, this is €600 per month. Once the corresponding documentation is submitted and validated, the individual is entitled to receive funding ranging from a minimum of 40% to a maximum of 75% of the projected rehabilitation cost.

 

6.2. €12,000 in general

 

6.3. €10,000 for individuals with a disability degree equal to or greater than 75%

 

6.4. €10,000 for individuals with a disability degree equal to or greater than 33%, or those who only receive 2.5 times the IPREM or have 2 children or also people with with disabilities

6.5. The grant can be increased by 25% for people under thirty-five years of age residing in towns with fewer than 5,000 inhabitants

 

For individuals or legal entities who own:

 

6.6. €80 per sqm for these types of real estate products, or for housing, up to €8,000

6.7. €1,000 for Cultural Heritage Assets
